"District Talk-cum-workshop for the Use of Filtering Software" Subsidy Scheme
 
1. Background

To protect youngsters from being adversely affected by indecent and obscene information, the Television and Entertainment Licensing Authority (TELA) has long been providing various kinds of subsidies or assistance to voluntary welfare agencies and schools for holding different activities related to the above purpose. Given the multitude of objectionable materials on the Internet, we suggest strengthening the promotion of healthy use of the Internet in areas with a higher population of young people. Non-governmental organisations (NGOs) will be invited to assist in organising "Talk-cum-workshop Sessions for Promoting the Use of Filtering Software".
   
2. Nature

The participating organisations are required to organise a talk-cum-workshop session lasting for approximately 3 hours, during which the parents should be advised on the need of installing filtering software to guard their children against the bulk of unhealthy information on the Internet. Parents should also be briefed step by step on the procedures of installing filtering software.
   
3. Period of Implementation

All-year application is welcome.
   
4. Amount of Subsidy

A maximum of $1,320 will be granted for each session (3 hours). Sessions less than 3 hours will be subsidised on a pro-rata basis.
   
5. Content of the Sessions

Each of the participating organisations will be provided with a package comprising an educational DVD and a booklet on “Promoting the Use of Filtering Software” as reference and instructional materials. The package includes tips of advising children on the proper use of the Internet and steps on the installation of filtering software.

If self-made instructional materials are used, the participating organisations are required to send the outlines of content to TELA by fax (2827 2893) seven days before the commencement of their respective sessions for record purpose. 6. Procedures and Application Form

Interested parties are required to submit the completed application form to the Newspapers Registration Section of the Television and Entertainment Licensing Authority (9/F., Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong) at least two weeks before the commencement of the sessions concerned. "District Talk-cum-workshop for the Use of Filtering Software" Subsidy Scheme should be marked on the envelope. Application forms can be downloaded here.
   
7. Activity Report

The subsidised organisations are required to submit an activity report within 15 calendar days after the completion of the workshop/talk. Standardised report forms can be downloaded here. The original copy of the report should be sent to the Newspapers Registration Section of the Television and Entertainment Licensing Authority (9/F., Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong).
   
8. Reimbursement

The schools will be reimbursed by cheque within one month upon furnishing to the satisfaction of the Government the report formand an invoice issued to TELA.
   
9. Points to Note

  • TELA has absolute discretion over the acceptance or rejection of an application.


  • Unless prior written approval has been obtained from the Government, the school shall ensure that it (including its Associates and Associated Persons), its directors and employees (including their Associates and Associated Persons) and sub-contractors shall not have any actual or potential financial or other interests in, or any association or connection with any of the services or goods that are procured or obtained by the Organisation with the Funds.


  • A school shall obtain the prior written approval of the Government before accepting any sponsorship including both commercial and individual sponsorship, including in printed materials or other media, and see to it that the helping organisation has obtained the necessary approval if it needs a sponsorship.


  • The school/ helping organisation shall not accept any sponsorship or advertisement involving the promotion or endorsement of tobacco or liquor products or of companies which supply them or of products or services which may conflict with any Government programmes or policies.
