"Promoting the Use of Filtering Software" Subsidy Programme 2008-09





1. Background

The Internet provides the advantage of easy access to useful information but also indecent or even obscene materials, which may affect youngsters' psychological development. The Television and Entertainment Licensing Authority (TELA), being one of the enforcing agencies of the Control of Obscene and Indecent Articles Ordinance (COIAO), the purview of which covers also Internet materials, hopes that schools can organise activities such as workshops and/or talks to bring the message to parents that there is a real need for them to protect their children from objectionable materials, by giving their children proper guidance and/ or by installing filtering software programs.

2. Objectives

To alert parents to the presence of objectionable materials on the Internet and the need to protect their children from such materials by installing filtering software programs, as well as teaching parents step by step how to install them.

3. Content of the Activities

The content of the activities should include the essential points as stated in the documents attached below:

4. Amount of Subsidy

A maximum of $2,200.
Schools should use the subsidy to hire services from non-government organisations for organising workshops and talks. If the cost of a service exceeds HK$1,500, the school should obtain quotations from at least two service providers and provide the quotation records.

5. Organisations Providing Support

The information about the organisations that can give workshops and/or talks is at the attached document. Each school should use the service of one organisation only.

6. How to Apply & Application Form (MS WORD format)

Fill in the application form for a maximum of $2,200 to subscribe about 3-hour service from the listed organisations for at least one workshop (for 20 to 30 people) to be held from June 2008 to September 2009 and send it to the Project Officer, Miss Leung, Newspapers Registration Section of the Television and Entertainment Licensing Authority at 9/F Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong on or before the specified deadline of application.

7. Information to be Provided Before the Activities and School Reply Form on Activities Arrangement (MS WORD format)

Schools are required to inform TELA one month before the commencement of the activities and submit the School Reply Form on Activities Arrangement, quotation records and outline(s) of content of the workshops and/or talks by fax (2627 2893) to facilitate TELA's follow-ups.

8. Report & Report Form (MS WORD format)

Schools granted the subsidy have to settle the payment with the concerned NGO and submit to TELA the report form, providing the following information, within 15 calendar days after completion of the event:

(a) format of the event
(b) supporting organisation
(c) number of attendance
(d) a couple of photos showing the activites
(e) any feedback from the school, NGO concerned or/and attendees
(f) income and expenditure statement signed by the headmaster/ principal
(g) amount of reimbursement to claim

9. Reimbursement

The schools will be reimbursed by cheque within one month upon furnishing to the satisfaction of the Government the report form, an invoice issued to TELA, copies of relevant receipts and/or the invoice issued by the concerned NGO.

10. Points to Note
  1. All applications should be submitted on or before the deadline. If sent by mail, the postmark will be deemed as the application date. Late application will not be accepted.

  2. TELA has absolute discretion over the acceptance or rejection of an application.

  3. Unless prior written approval has been obtained from the Government, the school shall ensure that it (including its Associates and Associated Persons), its directors and employees (including their Associates and Associated Persons) and sub-contractors shall not have any actual or potential financial or other interests in, or any association or connection with any of the services or goods that are procured or obtained by the Organisation with the Funds.

  4. A school shall obtain the prior written approval of the Government before accepting any sponsorship including both commercial and individual sponsorship, including in printed materials or other media, and see to it that the helping organisation has obtained the necessary approval if it needs a sponsorship.

  5. The school/ helping organisation shall not accept any sponsorship or advertisement involving the promotion or endorsement of tobacco or liquor products or of companies which supply them or of products or services which may conflict with any Government programmes or policies.
