Healthy Information Student Ambassadors Scheme





1. Background

The Television and Entertainment Licensing Authority (TELA) is one of the enforcement agencies of the Control of Obscene and Indecent Articles Ordinance (COIAO). Articles under the regulation of the COIAO include books, newspapers, magazines, comic books, web pages, as well as electronically transmitted text and images. Despite the easy accessibility of useful information in the wake of increased Internet penetration, the cyber world is filled with a myriad of objectionable materials, which may adversely affect young people's mind.

To promote healthy use of the Internet and encourage teenagers to participate actively in community services, TELA has launched the "Healthy Information Student Ambassadors Scheme", which aims to nurture independent thinking among teenagers, enhance their ability in judging objectionable materials, as well as help them foster a set of positive values and attitudes towards life. Through joining voluntary work of the Scheme, the participants can serve the community by helping to promote the message of safe and healthy use of the Internet.

2. Objectives

  • To promote healthy use of the Internet;
  • To enhance awareness of the COIAO among secondary school students; and
  • To encourage participation in community services among secondary school students.
3. Target

The Scheme is intended for Secondary 2 to 6 students with basic knowledge in computer operation and software application as well as good basic language skills.

4. Scheme Overview

Invitations have been extended to local secondary schools, each of which is allowed to nominate a maximum of 3 students to join the Scheme. Nominated students will have to attend a selection interview. Those who are selected will have to attend a 10-hour training programme.

  • Upon completion of the training programme, the Student Ambassadors will be arranged to participate in different publicity and public education activities which aim to promote healthy use of the Internet, including teaching the parents basic computer skills and introducing the relevant provisions to the students.


  • Upon completion of the entire Scheme, the Student Ambassadors will each be awarded a certificate as a token of appreciation.
