2 Content
Regulation Section 2 is responsible for processing
complaints made to the BA about broadcasting matters.

Under the Memorandum of Understanding first signed
in 1995 and later revised in 1999, by the Chairman
of the Broadcasting Authority, the then Secretary
for Information, Technology and Broadcasting and the
Director of Broadcasting, Radio Television Hong Kong
(RTHK) voluntarily subjected itself to the regulation
of the BA over matters concerning programme standards.
The Content Regulation Section 2 can now process complaints
about television and radio programmes produced by
RTHK.
Regulation of programmes is focused mainly on standards
of taste and decency, such as those concerning portrayals
of violence, sex and nudity, use of language, protection
of children, accuracy and impartiality in news, current
affairs and factual programmes. For advertisements,
the focus is on truthfulness, legality, special restrictions
or requirements imposed on different products and
services, limits on total advertising time, and clear
distinction between programme and advertising materials.
Possible contraventions will be referred to the BACC
for deliberation.
